Level 1 = Common
Level 2 = Uncommon
Level 3 = Rare
Level 4 = Mythical
Level 5 = Legendary
Level 6 = Ancient
Level 7+ = Arcana
In my opinion, 5 levels per item tier would be better. (35 is Arcana)

Nonsense. It's just a smurf protection. You have to play like 150 games to get to lvl7, it's now low, it's about 100 hours of gameplay. Shouldn't that be enough?
Also it's only a restriction, I can't believe how many people want to restrict others. It's not like the chances of getting it are now higher, the price increase would be minimal.
