Encountered the same bug numerous times:

1) Captain's mode game, one teammate couldn't type anything at all. I was the captain and it was fine until the last pick, where I suddenly couldn't type anything at all.
2) Another game I was going to gank: suddenly realized I couldn't type in chat; what's worse: I couldn't use hotkeys for skills either.

I can confirm that too. Its very annoying.

happened to 3 out of 10 players in my last game. and their "mousewriting" on the minimap was terrible :P

This is getting too irritating. Especially when you want to inform players in lane to gank :@
