    There will be a firewall running on your proxy server. Probably part of your Usergate package. Are you sure it's not blocking UDP ports 27100 to 27015? It might be blocking them as a default setting.

    To avoid LPQ:

    Don't draw attention to yourself
    Don't use voice or chat except for 'ss'
    Mute all at lvl 1
    Only play in parties
    Get alternate accounts
    Limit your usage to one or two games per day per account
    Don't play too well
    Don't play on Sunday or Monday
    Wait until the developers reset LPQ status

    If you're getting matched with trolls or feeders:

    You may have been placed in a hidden pool. There is no known way out of this, apart from moving to a different account.

    No. When the firewall is turned off, does not go to the server. The problem is not in it.

    There's a difference between a web proxy, which is generally used to hide certain illegal activity and a proxy server which is just what virutally all companies, schools etc. use to connect multiple devices to the internet. A web proxy is only for web browsing so wouldn't be any use for Steam, apart from the web client. A proxy server is very unlikely to be prohibited by Valve, because it would mean no one could play their games at work or school.

    You need to do check the UDP ports 27100 to 27015 are accessible to the game. You can run a port scan tool to check them from an external computer, for example, your home computer. You should really speak to the person who administers your proxy server first though.

    Out of curiosity, are you trying to play out of a school/workplace? That could be the reason why.
