P.S. I guess you know that destroying the racks of your opponent makes your creeps more powerful... (and vice-versa)

is it possible to launch a map with only creeps?

If they consistenly favor one side. Then there is trouble.

Disbalance *Imbalance

Yes there has and will always be an imbalance between creeps in undisturbed lanes. This is due to the fact that creeps arrive and break formation to attack at different times meaning 1 creep will survive and push the lane. Once the lane is pushed once, there is a cyclical nature to creep pushing as the 1 creep that survives will then do damage to the next wave of creeps making it easier for the next wave of creeps to kill that wave of creeps. Eventually the creeps will push to a tower and then the lane will push the opposite way until they reach that tower. Eventually the tower will die.
