    There is no additional casting time on Nether Strike when used by Rubick (there should be a 1.2sec delay).

          Here is a table from my 6.79 beta testing thread. I am not sure about Nether Strike since its casting mechanism got reworked in Test 7 map.

          In 6.79 Beastmaster, Treant Protector, Leshrac, Meepo got one of their skills animation reduced. The way it is done: their casting animation was reduced by 0.2 but the skills that were not supposed to have shorter animation now have Cast4=0.2. That means that then Rubic will steal them he will also have longer animation. This is a table of all skills affected:

          Dota 2
          DotA 1
          Wild Axes, Primal Roar, Spin Web, Leach Seed, Overgroth
          Diabolical Edict
          Known Tooltips and UI information Issues List
          Unreleased heroes data:

          Hero Balance Compilation 6.48 onwards

            Rubick should not ignore cast times of spells at all. he uses his own cast animation of 0.1 instead of the one of the spell owner. As most spells have no additional cast time Rubicks 0.1 cast point looks like instant, in your example ice path casted in 0.1 instead of 0.65 of jakiro. He however does retain the cast time of spells, for example teleportation, assasination, requim of souls and so still have a cast time. And so should netherstrike

              No, he does not ignore cast time. He ignores cast point.

              Cast animation is something set in the spell directly.
              Cast point is something set in the unit's options.

              Example Nevermore.
              His cast point is at 0.670. This means he needs 0.670 seconds to cast his spells.
              His ultimate Requiem of Souls has 1.000 seconds cast time.

              So he needs 1.670 seconds to cast Requiem of Souls

              Rubick's cast point is at 0.100 seconds.
              When he steals Requiem of Souls, it still has the 1.000 seconds cast time. Because this is set in the spell itself.

              So Rubick needs 1.100 seconds to cast Requiem of Souls.
              (this is currently bugged in Dota2. Rubick still uses the full casting time of the original hero for this kind of spells)

              Nether Strike uses cast time set in the spell itself, too now.

              If you think this is intended now, then Rubick should need 0.1 seconds for Requiem of Souls aswell.

                it's kinda tricky nowadays... at this stage, many bugs or inconsistencies are hard to say if they were intended or not.
                for this particular case i think Rubick should not ignore the cast time of nether strike, but it's just my opinion.
