    Phoenix shouldn't be able to go outside the map.

    Yeah.

    Used this last night to go past the (friendly) dire fountain and off the map using Icarus Dive. Pretty easy to replicate.

            its the same as with bat, spectre: As long as the buff is on, you are able to move outside of the map but as soon as the buff ends, you will be pushed back into the map (btw in a physical right angle xD)
            If you find spelling errors, you are free to take them.

                i dont really see a problem with that, as there are many abilities available to reach the heroes even at the map boundaries..
                i mean track, amp, any blink(dagger) + all long ranged nukes and obs on these edge mountains

                also keep in mind: if you remove some heroes from being able to go outside the map, the remaining heroes will get more op because there are less counters to it.

                in my opinion its a feature not a bug

                  Going outside the map is not possible in dota 1, and it is definitely not a balanced "feature" in Dota 2.

                  It truly is a bug and it should be fixed for ALL heroes.

                        Wasn't actually fixed, I tried it after 6.80 and all of them were able to leave the map.

                          Someone on Reddit posted that it was (very probably) fixed at one point, but then maybe reverted at another point.

                          My feeling tells me it might have something to do with allowing Flying and no-path units to cross Fissure and Cogs again...?
