[Confirmed] Laguna blade & Finger of Death damages only once when casted twice fast

1) Lina's Laguna Blade is stolen by Rubick
2) Rubick uses Laguna Blade on enemy hero
3) Rubick uses Refresher Orb
4) Rubick uses Laguna Blade on the same hero within 0.25 seconds of previous Laguna Blade's cast
Laguna Blade's damage dealt only once

Here is a demonstration:

Fortunately, Lion (0.3) and Lina (0.45) cast animations are longer then damage delay (0.25) thus this bug can only happen to Rubic with refresher.

This happens because both spells place a debuff on the target. The damage is dealt when the debuff is gone. And recasting it refreshes it. Easiest way to fix would be to just make it not use any debuff (because I can imagine it causing more unwanted interactions with other spells).
