    Leveling up spells while having "Quick Cast on Key Up" enabled levels the spell twice

    Repro:
    1. Enable Quickcast
    2. Turn "Quickcast On Key Down" option off
    3. Level up view times
    4. Open the ability learn overlay
    5. Press your quickcast hotkey to level up a spell

    Result: If you can level up the spell multiple times, that 1 key press will level it up twice, once upon pushing the button down, and once again upon releasing the button.

    Expected: While having the learn overlay open, the spells should not react on key-up. The spell should be leveled up once per press, not twice.
