    If you cast relocate first, then tether (right before you are relocated to the destination), the tether duration should get refreshed to 12+(leftover time until relocate starts) seconds.
    This would mean that at the very moment when you come back from the relocate, the tether ends - not earlier, not later.
    To be sure, I compared it with WC3 where it is working as I explained it should.

    It somehow doesn't do that, though. I guess it adds the whole relocate casting time:

    [00:31.39] Wisp receives Teleporting buff from Wisp. (Relocate start)
    [00:33.56] Wisp receives Tethered buff from Wisp. (Tether start, T1)
    [00:33.56] Juggernaut receives Tethered buff from Wisp.
    [00:33.93] Wisp loses Teleporting buff. (Relocate destination reached, T2)
    [00:33.93] Wisp receives Return buff from Wisp.
    [00:45.96] Wisp loses Return buff. (Relocate ends, original position reached)
    [00:48.56] Wisp loses Tethered buff. (Tether ends)

    Tether lasted 14.6 seconds (12+2.6), ("Teleporting" lasted 2.6 seconds)
    Tether should have lasted 12+(T2-T1)=12.4 seconds.
