Yeah... I simple have 2 different set-outs (or sometimes I separate my items by slot as to whether it will be a quick cast or not - E.G. my TP scroll always stayed in slot 5, which was a NON-quick-cast hotkeyed slot for me, so I could double tap it).

There is simply no possible way to implement this exactly as you're wanting. By definition each click HAS TO CAST (given mana + cooldown) a skill with quickcast... So, perhaps consider having multiple hotkeys for quickcast and normal cast.

So again and again ... I know what quick cast do (cast at the position of the cursor). BUT I said .. for self-cast you have to had cursor at your hero (above your hero or at portrait) so when you have only one click and you have to had the cursor above your hero (In most situation selecting your hero isnt fast at all [believe or not]) which is slow you could replace "select" by 2nd click like at regular cast. Just dont look at this like "quick cast = 1 click" but "quick cast = really quick cast which makes your casting faster".

No, you CAN'T. There is no second click. Your first click is already failing. Quick cast and double tapping does NOT work. A second click NEVER exists with quick cast.
If you think I've closed or deleted a post unjustified, feel free to PM me and I'll explain it to you/discuss it with you further.

          We will help you H0ney
cast a targeting spell, quick cast off:

          1) press the hotkey
          2) click on the target
          3) If target is wrong, send an error message and return to 2), else go to 4)
          4) spell resolve

          quick cast on:
          1) press the hotkey
          2) check the target under the cursor
          3) If target is wrong, send an error message and return to 2), else go to 4)
          4) spell resolve

So there's no room for double tap quick cast, indeed, if you double tap, what does it do:
          1) --> 2) --> 3) error --> 2) --> 3) error

On the other hand with quick cast off, you can consider the double tap:
          1) press the hotkey
          2) click on the target (reusing the hotkey will consider you are the target)
          3) If target is wrong, send an error message and return to 2), else go to 4)
          4) spell resolve
