Basher and Abbysal in fact do not use PRD. However, the page might have incorrect information.
I wonder what would the reason be behind this, as Void's time lock and Slardar's bash do use PRD.
Dont rely on that Dota2 wiki. It's just a copy paste from pd, so lots of infos don't apply to Dota2.

Basher and Abyssal Blade were triggered in DotA 1, and Icefrog didn't want to implement a triggered Pseudo-Random Distribution.

I looked at this one and mentioned those things, but I think they are better off using PRD anyways. The one question that I hadn't been able to test is if their probabilities are still the same because of it; which is to say, if the PRD counter increments while on cooldown. I don't know how to collect a large number of samples for this question easily. Basher and Abyssal Blade's PRD counters should not increment whilst on cooldown (unlike Entangling Claws (although this is not entirely true either and is complicated)), and thus they should come out to Bashing on 25% of all attacks made only while off cooldown.

It is worth noting that Maim from Sange and its derivatives also does not use PRD in DotA 1.

Pseudo Random Distribution - Item bash

According to the patch notes on December 6, 2012

    - Added Pseudo Random chances for the following items: Daedalus, Crystalys, Abyssal Blade, Basher, Heaven's Halberd, Maelstrom, Mjollnir, Static Charge, Monkey King Bar, Poor Man's Shield, Sange, Sange and Yasha, Stout Shield, Vanguard.

Basher and Abyssal Blade were changed to not use PRD a long time ago in dota1 so why would they have PRD in dota2? Has this since been reverted or are items providing bash still using PRD? There isn't anything regarding the matter on the intended changes or known bugs list, but you'd expect it to be on one of them.
