Blue "fog"

    Hey, today I was playing morphling, and I got a "spike" due to my internet connection.
    After my game reconnected I had a "blue fog" around my whole screen , I could see what was going on, but that was not normal.
    I wish I had taken a screenshot, but I had not. sorry for inconvenience.

      I have experienced this same issue. It has nothing to do with the video card.
      I experienced a connection issue in the middle of a team fight and was stuck with the blue haze for the rest of the game. I think it is an effect that happens when you are stunned, and assuming I was stunned while I was dropped, when my connection came to, the blue haze effect was stuck on my screen.
      It cleared up after the game was over.
