Dude, you have a low spec core i3 in a laptop. I don't think you can expect too much more than that.

Is your problem that each game starts at about 40fps and then drops to and stays at 15fps after 5-10 minutes of play?

If so, I have the same problem. My CPU was getting too hot and was being being automatically throttled. I solved this problem by unclocking my cpu.

          Power options (just type it)
Change Plan Options for whatever is selected (I have High performance selected)
          Change advanced power options
          Processor Power Management
          Maximum Processor State

Now assuming your laptop is plugged in, you need to change the "Plugged in:" from 100% to something lower, maybe about 50%. I've been using 65%. For me, 75% is too high when the ambient temperature is high too. I'd recommended starting with 50%.

          Click apply
Done! (don't forget to set back to 100% after playing dota 2, else your computer will be laggy)

This solution hasn't helped everyone and I've only been playing since late Dec, so I know not of the good old days.

Some problems about low fps (for example when you use morph agility, or switch your treads, etc) were fixed in the last dota 2 test update, just wait until tomorrow 21/02/2013.
