it's from your graphics card , it overheats.
Check your airflow of your case , or just leave it opened , and increase you fan speed(from gpu if u have one , or go to a service and ask them to add 1).
I had this problem with 6850 , i just left the case opened and the problem was fixed

can you log the temps with for example gpu-z? and you can try to lower your graphics because I can't believe that you are able to play with this card with these high settings(but maybe I'm wrong )

              try lowering the graphics first

This happened to me recently aswell, I thnik this patch is buggy, and not stable graphics wise.
My PC is fairly new aswell (months), so I'm pretty sure it's the game being glitchy.

Well the graphic card is bad agree but IceFrog said that DOTA2 will support old pc´s and with this new patch the bug comes out so i guess this bug is from the new patch and this bug is not evrytime there only sometimes...

It's not a bad graphic card, don't listen to him. I'm sure you can run other games with that graphic card and not encounter those same problems.
I've noticed since this new patch my GPU temps have increased about 8-10 degrees. So I'm not sure what the problem is, but DotA 2 is definitely using more resources.

Yeah i guess that the new patch.. and not my graphic card... but it would be nice if i could find a way how to fix it but is still playable

EDIT: Fixed Deinstall the old Triber from AMD 12.4 and Install the 12.3 and evrything works fine
