  • Instead of linking phone numbers, why not citizen ID?

Solves all dota smurfing/acc selling/boosting problems. Everything from unranked to ranked all pick to ability draft locked behind ID verification. Once it is done it cannot be undone. Would make it impossible to sell/boost or have a secondary account

Only problem is securing the sensitive information on valve's side and expect users to keep their steam account secure enough to not be able to be viewed by third parties. As the whole point of it is if someone shares their details to boosters for example, they can easily see their ID and acc sellers cant sell because their ID would be permanently linked unless the account was asked to be deleted.

Except for the fact that even Passport IDs are country-dependent, and the details are only accessible for companies that get government approval. For those who don't have a passport (yes, it's actually common to not have one since you must pay fees for renewal), it's even more unfeasible to require national IDs since they don't follow ANY universal standard whatsoever and most countries don't even have them in a unified database, but leave it state-controlled, often only paper-based and physically archived. Valve would need to get a never seen approval level from all countries to be able to verify the passport data, and a humanly impossible level of awareness to be able to accept any official ID from any country, state and controlling-org.
