Workshop Tools Crash

After 7.28 Mistwoods Update I have a issue with Dota 2 Workshop Tools
When I launch my custom game in Workshop Tools it after 5-10 seconds crash (hang detected)

What I tried?:
Verify Dota 2 Files
Change language to English
Reinstall Dota 2 (with deleting dota 2 beta folder in steamapps/common)
Reboot PC
Update GPU drivers
Change rendering API (-dx9, -dx11, -gl, -vulkan, -safe_mode)
Create new empty addon
Restart Steam
Clear Steam downloads cache
Create Desktop Shortcut to my custom game
Delete this files: tools_asset_info.bin; tools_thumbnail_cache.bin
My PC:
CPU: intel core i7 7700hq
GPU: geforce 1050 ti
RAM: 16gb

I have same problem. The game itself is working with no problem but tool is not working.
I have reinstalled both steam and dota but problem is still exist.

Hear us valve, fix this bug please. I miss moding.
I waited on hang for ~5000 sec. and couldn't reach the main menu of the game.

Well, if this isn't the place to get answers where should we? I never had any issue before with dota 2 workshop tools. Only happened after mistwoods update. And in dota 2 modding community we asked ppl there. So there were some ppl having this condition as well but others were fine. So this is not basically some random problem with our pc and hardware. As I tried to go for a fresh windows and dota 2 but the problem still exist.

There's no guarantee that this solution is gonna be solved in next patches as the source of it is not clear. Honestly no1 from dev team bothers to answer.

Workshop tools DLC is only available for windows 64 bit. I had ubuntu b4 I know that DLC is not available. So running workshop tools in linux is almost impossible unless u do it with WINE (it's something which let u run windows applications on linux) but wine itself is so problematic! I tested that just recently hang issue under wine still exists! So basically windows 10 has to give you the best results which is hang issue.

Does everyone have Steam on the same disk where the Win10 installed?

I guess this cause the issue. Would check in 2021 already.
