I checked 3 more heroes - Tidehunter twice (once with his standard fish, once with Skeletal Catch), Lifestealer, and Brewmaster - and all three don't appear to have broken cloth simulation. My testing procedure is creating a private lobby, select a hero with clothing simulation, and have them run into the enemy base to die 3 times. None of the aforementioned heroes had their 'clothing' become stiff regardless of death.
There are more heroes with clothing simulation, but I don't quite recall all of them at the moment.
I will edit the OP a bit, by the way, to include the third post in the thread for better explanation, and I'll edit the title to be clearer as well.

I can confirm that the clothing simulation in Invoker's cloak appears to be broken - I tested it on his normal cloak, by the way, since I don't own any custom cloaks for him. It appears to only be the case for Invoker though, as other heroes that I tested with clothing simulation, such as Zeus and Lina, didn't appear to be having this issue.

3rd game: Physics effects are back! Yay!

Edit: After I died, the bug persisted.

The physics are not working properly since I just noticed my Invoker's "Cape of the Burning Cabal" item (that goes in the cape slot btw) is not responding to Source Engine's Physics system that works in-game only (or in any other Source supporting applications), and the model looks raw, without movement, like when you open it with another non-source supporting 3D model application. And the textures from normal Invoker cape overlaps with textures from Cape of the burning Cabal.

Happy? or want a full-hd video to examinate it by yourself, and a comparison with Batman's extended cape to understand that the compare I did it's proper.

i wish people would explain problems properly instead of trying to be unsuccessfully hilarious

And, besides having Mr. Wayne's rigid cape on Invoker, the textures are "mixed" too

Edit: i just noticed my screen shows nothing, sorry

Added OP's second post to better clarify on the bug. I tested several other heroes as well, but this issue does not appear to be the case for the cloth simulation on Zeus, Lina, Tidehunter, Lifestealer, and Brewmaster. ~Hefaistus.
