    Here's the deal, there are lots of carry heroes who have cosmetic items to change their appereance, so it forces people to pick the hero with item. yesterday i saw a guy who plays morphling just because he has the crystal set, he had absouluately no idea how to play with it.
    making items for carries encourages noob players to play them,
    so make items for easier heroes, non-picked or rarely picked heroes to encourage other players to play with it

    They are, and should keep, putting items in indiscriminately.Meaning that they are gonna put items for every hero and the order they follow is not scripted, it comes as the items gets developed. You shouldn't restrict yourself from putting nice items in just because they go on a carry and some noobs might wanna play that carry because they got the items for him, that's just stupid. Another fun fact you might have forgot over the time, In order to learn how to play a hero, you need to PLAY HIM. Yes I know, it might be annoying to be in the team with the one learning the hero, but it happens, life continues and you might be in his team once he knows how to play the hero correctly.
