How does the mute system work? I've seen more trolls and flamers now than ever. Everyone is mad at everyone and using the report button as a tool for revenge. This is not what I would call "working fine".

Mute system is just another attack on freedom of speech. CENSORSHIP IN THE PUREST FORM.

Try to stay on topic. You've had many threads about your dislike of the mute sytem. This thread is about the possible causes of the perceived recent decrease in the quality matches.
      To avoid LPQ:

      Don't draw attention to yourself
Don't use voice or chat except for 'ss'
      Mute all at lvl 1
      Only play in parties
      Get alternate accounts
Limit your usage to one or two games per day per account
      Don't play too well
Don't play on Sunday or Monday
Wait until the developers reset LPQ status

If you're getting matched with trolls or feeders:

You may have been placed in a hidden pool. There is no known way out of this, apart from moving to a different account.

I really don't think the mute system has anything to do with the "perceived recent decrease in the quality of matches."
We need a player review system like Overwatch for DotA 2. Get real people to judge communication abuse, intentional skill abuse, and intentional feeding.

Do you think players were less belligerent when there was a credible threat of punishment?
Do you think that belligerence ruins games?

No. I really don't. With a "credible threat of punishment" (read: an overzealous mute system basically due to an absurdly low threshold of 2 reports / 2 games / 48 hours), what "punished" players did was one or more of the following:

              1. Smurf
              2. Rage ping spam (throttled by Valve because it became so prevalent)
              3. Chat wheel spam
              4. Courier feeding

"Disruptive" players didn't magically become well behaved with the automated mute system's reintroduction. They simply substituted to other forms of abuse and/or smurfed. We can see just "reformed" the "toxic community" was with the first version of the renewable report system from June 12 to July 1: the "toxic community" trolled itself.

Do you think that belligerence ruins games?
Yes, but what causes the belligerence?

              1. Wide skill variance within teams (oh noes, Dunning-Kruger! )
              2. Language barriers
              3. Internet anonymity

However, it has never looked at your historical win rate and put you in a game where it knew that you were expected to lose.
Is every post on this forum about the Dunning-Kruger effect?

What makes people act like dicks? You'll find whole sections of libraries devoted to that subject and they remain largely inconclusive. You're certainly not going to be able to solve it with a few lines of code.
