    I'm not sure if people understand how this system works, speaking Russian on an English server is already a reportable offence.

        Because calling someone a noob, is much harsher and irritating, than speaking a different language than everyone else, and using all cussing known to man with it, as it seems.

          If you report them for communication abuse, and others do so as well, then they DO get muted.

              DotA isn't a chatroom there's like 10 words you need to know the meaning of to perform well in a pub, if you're expecting teamwork even english speakers won't help- get in a premade if you wanna be a xenophobe and blame language barriers on incompetence. Also if you wanna segregate based on language you should try to actually demonstrate an understanding of the language yourself.
