    Title.

"When we do a new update for something like Dota 2, near as we can tell, we're generating about 2 to 3% of worldwide mobile and land-based IP traffic."
    -Gabe Newell

Does this mean they will change how and when patches are distributed?

No this does in no way mean fewer patches, nothing to worry about.

It means that Dota 2 now has so many players that the bandwidth they use downloading a patch is relevant on a global level.

By "players" you mean "played the game once, Steam still insists on locking up the computer while downloading a patch"?

Not sure how this is relevant?
If they've played the game only once, they're not likely to download a new patch. Steam isn't forcing them to update a game they don't want updated.

It means that if Valve releases 2 or 3 heroes. They might just break the internet. That explains why we're not getting any new heroes.

              enjoy the useless cosmetics
If it wasn't for LoL, there'd be no Dota2.
If it wasn't for DotA, there'd be no LoL
If there was no AoS, there'd be no DotA.
              It's a genre:
Just because its different doesn't mean its wrong.
Just because its the same, doesn't mean its wrong.

AFTER you figure out this is why your computer takes its ball and goes home every few weeks. No one turns off updates by default.

Either way, if you think players that have quit the game is a sizable part of those that downloads patches I don't know how to help you.

I still think the reason why we arent gettng heroes so often is that they want to finish them with everything. Workshop model, Winning animations, Custom TP animations, all voice lines, particle effects for all items like skadi.
This is because since its a full game now, they cant just ship out a half made hero.
                        That or valves lazy

Part of that is true, yes, heros need much work. But VALVe used to be much faster, we know that certain heros as legion commander are very advanced as well. Yet, no release in sight.

I dont know as well, VALVe is a great company and im sure they do something in the background. But theyre doing it slowlier and less ambitioned for sure.
They have become lazy, thats it.

To be fair if they ever make half life 3, Freeman will have a hat collection before he finds the crowbar.
