Every game I'm always paired with losing team and this game idiot silencer was the one for this game. He chose mid and never helped ganking top or bot lanes, he kept feeding to enemies on purpose and doesn't know when to initiates gank. Because people like him I can't possibly raise my solo ques ranking at all and keep going down and down in ranking with no hope of going up. Because of him I lost so much golds just to buy wards when he should have bought as well (but because of his stupidity he forced WR to buy wards in his place).

Whats worse is, he's muted and never spoken a single word and also he has been using my courier to feed the enemy as retaliation for flaming him.

Just as Valve prevented players who are in Low Pool from playing ranking game, why can't they add muted players to the list as well ? It's bad enough that muted players lowers the team performance but having them in MMR is even worse !!

I'm an 8 year vet and have little tolerance for shit players. I mostly blame Valve's poor MM system, because a lot of the kids I play with on both sides should not be playing with / against me. If you suck, i'll tell you what you should have done. If you make a blatant, common-sense, what did you think would happen move I will call you out and call you an idiot. If you are resistant to group collaborative play and understanding the need to shift meta mid-game to compensate for shortcomings, I will flame you. I feel the mute button for players is enough to quell "my feelings are hurt, wah." players. I've muted plenty of people that just would not stop talking or yelling, or generally making the game unenjoyable. That's what it's there for, there's no need for a global persistent mute for an excessive amount of time as people interact differently with other people. I have consistently been "punished" (global muted) for 168 hours and will continue to do so. This "behavioral tempering" will not change me, nor is it Valve's place to make such a judgement. They have provided the tools for muting and blocking, that's all that's necessary.

I don't ever get muted, so I can only assume you have to excessively rude and/or vulgar to be punished this way. Regardless, it is silly to play in Ranked if you can't communicate.

One or two reports will not get you muted. A pattern of consistently abusive behavior will. If you are muted, whether you deserve it or not (most likely you do), you do not have the capability to communicate as effectively as a non-muted person, thus giving your team a handicap. This hinders competitive play and encourages trolling. Muted players have no place in Ranked matches, no matter why you got muted. Not to punish the muted person, but to maintain the integrity of the ranking system.

Your point seems to be that the global mute should not exist at all, which I pretty much agree with, especially for extended periods of time. However, global mute does exist and the players punished with it are a burden to their team. This alone is a reason to exclude them from ranked.

Have you even read my post right ? I'm talking about an ACTUAL muted player who cannot speak due due system muting him/her.
"If you suck, i'll tell you what you should have done." This sentence alone has given me all the answer I need to know that YOU DID NOT watch the replay to know exactly what happened in game.
If you make 1-3 mistakes that's fine no one will yell at you they'll say pay attention. BUT if you go mid feed the enemy never gank top/bot lane and never uses ulti to initiate gank (silencer) then you should expect a heavy flaming for ruining game.

I didnt say the player was annoying or flaming to the point my whole team muted him...HE WAS ALREADY MUTED FOR BAD BEHAVIOR !!!

To sum up everything, your scarred of not being able to play MMR because your muted by the system which will prevent you from playing ranked games with your friends, which in turn you aggressively declined this idea.
