    My suggestion would be this:

    Have a 3 minute disconnection timer, but no ability for players to pause and unpause the game, it pauses automatically. Every time the game runs with a disconnected player it creates an unfair situation. Have a 6-10 minute total timer, where if a player has multiple connection problems, or they choose to abuse it, they can't hold up the game for longer than a certain amount of minutes.

    Once the timer is up, that player is banned for a day, then a week, then a month.

    At the point a player is gone, give an option to end the game or have a stand-in player take over. Also have a vote system for players to forfeit the game (for the love of humanity), I can't understand why you'd want people to sit there and finish an unwinnable game they have no desire to be playing.

    I'd also like to to see an option to let 4 players vote off a 5th player and have him replaced with a stand-in, to fix cases with language issues, intentional feeding or abuse behavior. Perhaps there can be a punishment if you get voted off a certain number of times, but I'm not sure how harsh that should be.

    People who are serious about the game, have a decent internet connection, computer and competitive non-abusive attitude should have a queue that caters to them without having to suffer consistently for those who don't.

    Each team should have 3 timeouts lasting up to one minute. The same player cannot take more than one timeout, and no timeouts are allowed at all after any barracks on the board falls.

    Voting to kick a player should be unanimous and has a 1 minute timer on it. A vote kick cannot be called more than twice per team, and not twice by the same player.

    The day ban can be reset after completing 10 games with no issues.

    Pinging should have at least a one second delay between pings. If someone pings say over 30 times in the course of a single minute, their ping ability gets suspended for 10 minutes. Similar can be done with drawing on the minimap. Also have the ability to turn off a single player's pings and drawing like with muting their audio.

    Allow a player to voluntarily leave the game and have the option to be replaced by a stand in. It can even be searching for a replacement player during play.

      i hate when i play ranked and i phone rings or someone knocking the door, i call a 2 min pause and the other team and sometimes even my own team just unpause instanly saying " no time i gtg" "not waiting for retards" etc.

        It's just impossible. The population of trolls in the higher MMR's is a lot lower, but to get there you have to get through the lower MMR's which are full of trolls.
        There is no possible way for Valve to filter trolls and non-trolls.

          The entirety of my posts aside from that one statement explains exactly how this is very possible. I'm not sure why you would isolate that one particular statement instead of offering criticisms on my many suggestions, unless you're trying to troll me.

              I think you have the right attitude towards the problems but the wrong solutions. I agree with the automatic 3 minute pauses though, that would work.

                Can you state specifically whats wrong with the solutions I suggested? I'm curious to know what others would think is the downside and why.

                  Again, your time is not worth more than mine or anyone else's time. You have 2 minutes if your team wants to wait (unless bug), after that, you had just better get lucky and reconnect. Valve understands shit happens, that is why the punishment system is current the way it is now.

                  Stand-in players were on the list of scheduled features at one point.

I cannot describe how many "Unwinnable" games I have win simply because we continued to play. I am not willing to play with scum that give up at the drop of a hat, and simply put, many other players aren't either. Not to mention surrender is a banned topic on this forum.

                  There are no stand-ins as of yet, but I don't think voting off a player will ever be implemented.

                  No pause after rax fall? After 80 minutes of play, someone gets the item bug and has to reconnect, but too bad no one pause and that team loses the game simply because no one could pause even though every player was willing to wait.

                  Voting to kick players will be abused by parties.

                  There are currently only personal bans by Valve, no others, for Valve reasons. Whatever that means.

                  Why don't you just separate what part of a person you may mute? Ping/voice/chat. It is pretty simple, solves any problem you might have.

                  Yay for quitters right? We should give them more reasons to quit! I expected something more like harsher punishment for abandoners, not encouraging it.

                  Have you ever heard of the phrase "The people don't know what is good for them." ? Valve somewhat follow that philosophy at this point. I do think more serious players should have something catered to them, but I do not believe that catering to you will cater to serious players.

                    If someone is 3800 MMR with 2400 hours played, put them in matches with other people with 2400 hours played instead of 110.......

                      Having a individual pause / disconnect timer is actually a really good idea. Why should the majority of players, who are on reliable computers and reserve time solely for Dota, have to wait for the players that constantly require pauses?

                      I know everyone has sudden, unexpected interruptions, and that's fine, but there are players out there who waste everyone else's time way too frequently. For example, had a game the other day where one player required roughly 10 short pauses throughout the game to reconnect. Why is this allowed?

                      If each player had a 6 minute pause "banked" for 100 games (rough example), not only would this decrease pauses and disconnecters, it would also guarantee a pause for when you really need it, say when your keyboard dies or your dick falls off.

                      Really good solution, IMO.

                        So if it someone or your team having connection issues, and YOUR team is missing a player and suffering because of it, you consider this a bigger loss because its a waste of everyone's time rather than the fact that its creating an unfair situation for you and your team? The logic here is losing a few minutes of your time is more important than winning, or losing fairly?

                            Being a professional player has absolutely no relevance to this issue, nor anyone's ability to judge whether the game is winnable. If all 5 players don't want to be playing, there should be a quick route to ending the game as long as everyone agrees. Why waste everyone's time, which seems to be such an important resource here, more important than anything else seemingly. You'd also save server time and bandwidth.

                              I, as well as many other players would much prefer to be in a game where we have the control to kick an abusive player than worrying about parties kicking a player just to be assholes. I dont see people queing up 4 players just to kick a fifth for no good reason, and the little time that it does happen would be far less an issue than the glaring problem of having a player who is totally screwing the game for the other 4 players because they suck, have a bad attitude or can't communicate.
