A good example indeed. It's funny that the guy wants options that annoy him taken out and at the same time wants a kick and surrender function that most veterans of the game know WILL BE ABUSED to fuck up games much more than ping ''spamming'' ever could. Also wouldn't it be more practical to just have a separate mute button for pings rather than a uselessly complex punishment that can hinder its very purpose in some situations?

The day ban can be reset after completing 10 games with no issues.

Pinging should have at least a one second delay between pings. If someone pings say over 30 times in the course of a single minute, their ping ability gets suspended for 10 minutes. Similar can be done with drawing on the minimap. Also have the ability to turn off a single player's pings and drawing like with muting their audio.

Allow a player to voluntarily leave the game and have the option to be replaced by a stand in. It can even be searching for a replacement player during play.
I agree with this one. 3 timeouts, 60-seconds each per team.

      - would discourage pausing for tryhard counter-pickers to decide
      - would discourage strategic pauses during ganks / team fights
      - would also address other abuses and inconveinences

You're missing my point completely, which is to provide a solution that limits ping abuse. Like I said earlier you determine the point where the usefulness ends and the annoying and abusiveness of it starts. I don't think it's impossible to determine that. Certainly you've played games where you've seen it happen and you know the difference? I'm not sure why you're conflating the ping spamming issue and the kick function and the concede button together in order to make me seem like a hypocrite. They are three separate issues and have nothing to do with each other.
