Can you get LP / muted ?

So since the "new" change to the report system some months ago , can you actually get into low priority or be muted? I reported yesterday a guy who fed whole game on purpose in ranked (probably a feeder bot) just to be matched today again with the same bot and he fed the same way he did yesterday
I understand that the old system wasnt perfect ( even if i didnt get one single mute / low priorty and i play since start of open beta ) but why do we even have reports now if a guy can boost his mmr by feeding a bot to the enemy team and doesnt get any kind of penalty ?
There should be a middle thing , something between 1 report and insta lp/mute and 100 reports for nothing

Yeah you can still be muted.

If you wanna try it go ahead and do this:

play 15-20 games, and in all of them SPEAK with a foreign tone (try to imitate a russian or something) SPEAK ENGLISH, and make it understandable, but try your best to sound foreigner, and dont SING or do bullshit, just talk game stuff (lanes, picks, ganks, runes, missing hero, push, defend, etc) And I ASSURE you, you will get muted by the end of the 20th game or before.

Bonus tips if you wanna get muted faster: (with stuff that SHOULDNT be reportable)
Play like a noob (Dont troll, dont feed, just doo noobish stuff) Like.....pick PA and ask to go mid
Ask people to do stuff they are supposed to do (dont demand! ask nicely: ask supports "Can you please buy wards X?" and ask them stuff like "Stop autoattacking please, we dont wanna push the lane"
(And dont forget to all do it in russian tone!)

This and similar stuff will be quick to get you your first 24 hours mute....100% guaranteed! (Personal experience)

If you want to get muted to test the "system" then:
Play as a noob(don't intentionally feed) or jungle farm all game and you will get muted in less then 15 games.
(tested, I was outplayed => muted)

Well there are a lot of strategies that look noobish to semi experienced players but are actually pretty good if played properly

First item bottle for example (Particularly for some heros) Can be pretty good to harass with mana AND hp (you waste your hp stupidly by attacking the enemy, make him waste his tangos and then rearm yourself with rune)

But PA mid I'm not so sure...of course it depends vs who you go....but I see very few mid heros vs whom she would do well....Tiny for example? toss, stun, craggy exterior....all BAD for PA...what does PA have? blink, dagger evasion...sounds like little to no farm.

Razor? Blood healing himself with creeps? Puck? Sniper?...Iunno X) Maybe, but it sounds like she would get little to no farm in most circumstances

And yet, before the Evil Geniuses hired the boy for their team and he learned about this tactic and started using it and showing it off on his popular stream and used it in professional events, anyone that did that would be unfairly hated by various players.

Well even heroes like viper...even if they miss they can be quite annoying with that venom...Kunkka? Splash damage...blood? They would be about equal till lvl 6 at which time blood would just rape her

invoker, mirana, viper (the poison doesn't take effect when the hit misses), naga, ember... all of those matchups are either favorable or even for pa
and bs @ lvl 6 doesn't rape her, he ruptures her she can either tp or stand her ground and fight him, crits are op man

No it doesnt take effect when it misses, but even if she is quick to level up blur only still 50% of the attacks will hit her, and with so low hp she's got that+the poison is more than enough to be serious problems, not to mention ranked/melee

Voker....maybe, out of your comments I think this is the most likely to be at a disadvantage vs her..and thats just a maybe...

Mirana = easyarrow and rainfall but still I give you this one as a MAYBE too

naga...riptide does pretty decent damage(and uh...naga mid? Im guessing you mean gorgon? that would be even worse, her snake does stupidly good damage if you know how to bounce it so that it hits the hero last (last bounce does the most dmg))

Ember = shield aoe burn.

and even if she was at an advantage vs those, there's way more mid heros that rape her than the ones who MIGHT not rape her
