Does simple time estimating is too hard for you? Say, you kill Roshan at 15:35, the time he might reappear would be around 23:35 - 25:35. It's not really hard if you pay attention at the timer.

      *Creates a thread*

How can I program a key in my keyboard to kill an enemy hero? I would like to click f2 and have my hero auto cast a series of skills and items to the closest enemy hero and attack him until he is dead, or run back if hp runs below 10%

I'd ask about f3 to win the game automatically but that might be a bit too much
Make a NON automated report system.
I would rather wait 10 minutes for a balanced, fun and exciting match that will last 1+ hours. Than wait 10 seconds for a poorly balanced crapmatch that will end in 30- minutes
Valve, How I'm I supposed to respect certain boundaries to prevent a mute if I dont know them because they are different for each and every person on each and every game I play?

And how exactly did you want to program it, and in what language?

This was actually possible, but Valve removed that.

Dota's learning curve mas been considerably reduced with some of the changes they made with DotA2. This is an small detail, but quite frankly if you are incapable of counting to 8 and adding that to whatever minute rosh dies, you should probably consider playing a different game
