    The reporting system needs to be tweaked in a way that rewards veteran players that display good behaviour, whilst being stricter towards new accounts.

    Positive Behaviour Rewarding:
    The system should reward players that meet these requirements:
    • Currently has a perfect behaviour score (10,000 lifetime behaviour score)
    • Has had strong behaviour score (9,000+ behaviour score) in the past 5 Conduct Summaries, with at least 3 of them being perfect
    • Has played more than 5,000 hours of Dota
    • Has played in more than 5,000 Dota matches
    The rewards could be:
    • More matchmaking games with strong behaviour score players
    • Fewer matchmaking games with low behaviour score players and new players
    • When reporting toxic players, their reports will count as two reports each

    New accounts restrictions:
    Let’s be honest, with the way Dota is moving plus the lacklustre Dota pro scene over the past year, Dota is not going to be getting many new players. New accounts are more than likely going to be smurf accounts. In light of that, new accounts should be fitted with the following restrictions to reduce smurfing:
    • Must have won 100 matches (with at least 20 different heroes) against bots before being able to play matchmaking
    • Cannot type in All-Chat (including post-game chat), nor use All-Chat wheels, nor use voice chat, but can still use team chat
    • Harsher punishment for intentional feeding, griefing, etc.
    • Harsher punishment for abandoning games
