    People should always be able to report for smurfing. It should not cost a report.

    So there was a player in your match that did 34-0 and solo won the match in 26 mins and pulled stuff you only see in matches 3-4k mmr higher. But you are out of reports so you can't bring this player under the attention and help improve MM. IMO this makes no sense, does valve want feedback to improve MM or not?

    One other thing is, you can't report at all in Low Prio. Some dude does 41-0-14 and wins in 31 mins in LP. You look after the match, that hero on that account averages 3-7. So clearly someone hired a payed service to get him/her out of LP. That's ok, valve don't need to know.
