In three easy steps this whole mess could be resolved. Let's assume that we absolutely don't need input from people who are willing to report all 9 players after lost game.
Step 1. Introduce real communication report. Doesn't have to be feature rich. Just allow person select timestamp range of remarks from chat with offensive language. Anonymize the report by replacing names. Ask for language of violating communication for next step.
Step 2. Choose one of reports of random evaluated player and question multiple volunteering members of community about its legitimacy. Use some kind of non-automated control for the results.
Step 3. If fraudulent report is confirmed, replace "report" button with "local mute" for offending player, so that votes on global muting (very serious thing) won't be affected by a joker.
I don't think that taking fake reporters out of the system will require a lot of work. People lacking good judgement should not cause troubles for others. Payers submitting good reports will not be affected and those who can't control themselves will still have local mute. Who isn't happy here?
