As the system just now changed from time elapsed to games played, one of the side effects of it is starting off with an extremely low threshold. I took a quick look at how easy it was to get chat banned - for a brand new account it took 4 reports (up from 2) to get chat banned... with an account that was banned last time it was used: 1 report.
AFAIK the upper bound amount of games played for the last report to fall off is 6. (previously 2 days) It could be exactly that or it could be less than that. I tried putting 3 reports on a new account, speed ran 6 games, then had to report it 4 times again to get it over the threshold.
I don't think Valve stops the counter of games played after reports while you're muted... so you could theoretically also walk it off if you've been bit. If reports while muted still don't count, you'd be immune while you work your threshold back up.
Haven't gathered all the info yet, but when it comes it'll be on my other thread. I was just able to get enough information out to figure out the remedy for people that were reported before.
