Racist ppl on the internet before the mute system could do nothing but type/use voice chat till you mute them which takes 2 clicks. Not liek you need to spam those 2 clicks either.. you dont get racist ppl every game
Now with mute racist ppl report your account for no reason but bczus its a racist reason so they are affecting the victims game on a whole new level...
So to me its not about increase/decrease of it but the impact on victims of it has increased dramatically

I have actually had someone tell me they were going to report me and the other Chinese guy for queuing up on the US servers while speaking Chinese, conveniently ignoring the fact that I typed out an entire paragraph worth of English at the start of the game and then telling the people on the enemy team to report me too.
These racist jackholes are the kind of people Valve thinks are competent enough to police their own community. How anyone on the Dota 2 dev team didn't raise their hand and say that a self policing community on the internet was a completely stupid idea is beyond me.
Could they have just been dickheads? Sure, of course they could have. But I also think they were likely just some people who were fed up with people who didn't speak English but insist to queue for English language/US servers, and just angrily called for reports.

I understand your frustration (Yes, I am a US citizen) however, since when did it become ALL people from a certain country who suck? I HAVE seen good russians at play before in the US servers, and although I cant understand them, the chat wheel is usually enough to get my point across.
OT: The mute system is "OK". It's not perfect nor do I think it will ever be. However, I'm not too sure what Valve does at this point. The system doesn't care too much about who is reported, as it seems more of the guys that are rude are just gang reporting people who don't agree with them, just playing "not up to par" with the rest of the team, or in you case: race. Me personally I haven't seen it improve nor decline much but it seems most people have seen an increase so it's at least an issue that Valve should be looking into.
