It does not, which is also a pretty good example of why the Mute System is trash, it's so bad they haven't even fixed silly bugs like that yet, think about major ones

if you did get muted, because you really were a flamer and stuff, EAT THAT!
If you were muted because you said "speak english" to our russian comarades, then, well... it sucks.

Half of the mutes are due to your second option rather than the first

99.999% were due to the first option. Wow see how easy it is to make up random statistic and say it as though it was a fact? Now personally idc either way but please stop saying things like that even though you have absolutely no clue whether it's true or not or at least add things like in my opinion/from what I've experienced.
Back to topic, yeah It doesn't make much sense to block you from speaking to your own guild. I wish they change that
The world is black and white. On one side there are those who are right, complain about valve, spam unhelpfully and everyone who disapprove what you are doing are obviously valveknights.

Except nobody has a way of knowing for sure because Valve doesn't have the guts to put polls inside the game to actually get the community's voice as a whole, not just the opinion of the ones that are fed up enough likely to share it

On the other hand, since all we can guide ourselves off is the voice from the ones that do speak up, then that's as far as it'll get, and it turns out, that according to all the people that dare to actually have an opinion over the system, pretty much half of them seem to agree that the system's shitty and on the same vein, that you can and are way too often, reported for saying asinine shit like "Please speak english in the US servers", and also muted due to it

Not my fault Valve doesn't muster up the courage for it

Going more on topic: While it doesn't make sense to not be allowed to use your Guild Chat, it also doesn't make sense to not be allowed to use any chats outside of the ingame chat, because logic would obviously point out that, if you can't be reported outside of games, why would the report hold true outside of them as well? If we're to pull LPQ into this and say it also has effect outside of games, then let's include the queueing process into what constitutes the state of "ingame", which means, your mute ban should not have any sort of value or effect outside of a match or a queue for one, otherwise, how come you can't get reported from outside of these? Even then, to avoid people saying it'd be abuseable, how come you can't report people or get reported by them, a couple of minutes after the match you just played? How would it be abused? It's the same people within the match reporting each other, it has the same restrictions, and it's even better because now you can check to see who trolled the Fortify option, who trolled the courier, who hid the items, and actually report due to it, rather than, well, guess who the fuck did it and report the only guy that looks like a dick, or the only guy that didn't bother getting into your shenanigans, or even better, the guy that was comm banned for whatever reason and now also got reported for intentional ability abuse by everybody in his team after having blame placed on him

If being muted from talking in trading chat channels, communities' chat channels, and etc chat channels, is also part of the punishment with the mute ban, how come guild chat channels are part of it as well? Why aren't party chat channels part of it too, according to the logic behind guild chat channels? Hell, why isn't your dev.dota2.com account linked to the Steam account you use to play Dota2 (Without anybody being able to see said link), so that when you get mute banned, you end up being unable to speak in the forums as well?

The disparity between punishments doesn't make sense, but makes communication reports much more annoying and punishing than the other 2 options, which is why they're the most abused kind of report
