You can say a thing is not happening even though you don't have a deadline set, because it gets apparent after some years, doesn't it?
I mean at this point, the only reason for it not being public why it was never finished is something internal went horribly bad. Like somebody punched GabeN in the face and you obviously wont have that to be public.
I don't see any other reason to let your fans keep hanging loose for that long without any information.
For Valve that is. It is expected from something like Microsoft, where people been waiting for another Freelancer game for ages, or even a proper AoE, but MS doesn't care. We know that.
Same for EA.
But Valve was considered a "cool" company catering to their customers. They are not anymore is all I'm saying. Money is the key now.
People are just very slow at realizing this I think.

I wondered this the last time you said something similar. There is a certain point when it's like 4 years after you said "we're working on it" and you still don't have anything or not doing anything where you can finally say "alright, not happening.
