All _sf_ commands that were used with scaleform ui, have not been ported to the new ui. Few examples:

If it ever gets back, a forced disable command should be added (dota_ability_learn_mode 0). And per ability learn command would also be nice (dota_ability_learn 0;dota_ability_learn 1;dota_ability_learn 2;...).
I think it's less work to just enable remapping of the Ctrl key...
