This is so annoying... I made a post in the bugs section since it is not affected by music volume.

Maybe bump it there so it is noticed?

this sounds is just annoying. In unbalanced matches and other frustrating moments its just annoying. Better makes some funny voices for every single hero at death instead of this jingle. After 2 times i hear it, i hate it!
            believe in Valve!

i also have the same issue and have tried to fix it myself but for some reason my computer isnt able to run the program full through to fix it. if you are wondering what ive tried,
              verifying game cache did nothing
reinstalling steam and dota2 did nothing
and the theres the lengthy process of fail on the last step. it goes something like:

              1. dl and install GCFScape
              2. nav to C:\Program Files\Steam\SteamApps\common\dota 2 beta\dota\pak01_dir.vpk
              3. extract the "root" folder. you can just put the full thing on your destop. its about 4.xxgb
              4. look for a file with "death" in the name in some folder named "scripts". there's a few folders named this.
              5. edit it to you liking. imo audacity works quite nicely for turning down sounds of certain mp3s
              6. put it back in the "root" folder and then the hard part starts.
              7. dl and install L4D2 authoring tool. all you need is the vpk.exe. put that on you desktop too.
              8. rename "root" to "pak01_dir" and drag it onto the vpk.exe
              9. a cmd window should show up that looks like its doing nothing but it actually is. open up your taskman if you dont believe me. (this is where it fails) the cmd will take a while since it a 4.xxgb file. after a time i will get a run time error for c++ or something of the sort.
              10. if you manage to get past step 9. just replace the original "pak01_.vpk" with the one you just made, which should appear on your desktop. and your done!
              11. open dota2 and test it against some bots or something.

if anyone follows these steps and gets it to work pleasepleasepleasepleasepleasepleasepleasepleasepl easeplease be a nice guy and post it on a file share site.

hope this helps and i tried to explain to the best of my memory and in the simplest way i could. if you want to contact me for questions or you're that nice guy that fixed it my steam is bakezzz
