This is a graphic glitch that only occurs while spectating as far as I can tell.
Problem:
All attack animations visually stutter
Damage is done or projectile is launched at the normal time in the animation
Instead of displaying a complete attack animation, every attack animation is displayed as if it were animation cancelled (animation starts, is cancelled with "stop", then starts again) multiple times during the animation
Once a different animation, like movement or spell casting starts, the stuttering attack animation ends
Scope:
This effects every actor in the game while spectating, during every game I have watched since the most recent patch.
I do now know whether this problem started with the current bug fix patch, or the previous one where Outworld Destroyer was added, because I did not play any games between patches.
This only effects the attack animations, as far as I can tell.
This apparently isn't a wide-spread problem because it hasn't been reported as far as I can see. However, this was caused by the patch because I did not change anything about my system recently, and normal Dota 2 games where I am playing are unaffected.
System Specs:
Windows 7 Home Premium x64
Phenom II x3 720 2.8 ghz
16 gb DDR 3 1600 cas 9 1.5v Gskill ram
AMD HD 5850 1gb stock (Using Catalyst 12.1 WHQL drivers)
Crucial m4 128gb boot drive (steam is on this drive)
Xfi Titanium

To try to resolve this issue I've tried playing in windowed mode, changeing my graphics settings to make sure there wasn't corruption in the .ini, and verified integrity of game cache. Nothing has worked so far.
I hope this is resolved soon. I think Dota 2 is already amazing, and can't wait to buy it when it comes out.
