The 'Replay Unavailable' issue, for me at least, is when I play on SEA servers.
80% of my replays are unavailable. When I solo queue, i only choose SEA because I get the best ping there. But when I am stacking, there are multiple servers selected. Most of the time I play alone, so most of my games are on the SEA servers.
A quick research showed me that NONE of my replays for games on the SEA (either in stack or solo) server are available for download, and ALL of my games in other servers (mostly US EAST and Europe West are available without any problem.
I find it hard to believe that Valve cannot be aware of this problem. But I also find it baffling as to why it is not being fixed. It's an important issue. Replays are important, Valve!
In the highly unlikely case that you did not know where the problem lay, here, I found the problem. Can we please get a fix now?
I will reiterate the fact that this is what I found about my problem. I would advise other people having this issue to check which servers they are playing on and post them here. If it is an issue on some specific servers, I'm sure it will help the people in charge of fixing it (I hope there are such people!) to do it quickly.
