I found that if I minimize the dota2 application ,then I probably got this error.
    Why?

It's a shame this issue remains unadressed! Not even an answer or "ok, we will fix this as soon as possible" from Valve. We paid for tickets and you don't honor your part of the contract. It should be a high priority in your "to-do list"!

I bet a lot of people including me will not buy any tickets anymore. Also, I wanted to buy the TA beautiful set, but now I don't know if I still want to.

This is really annoying as hell.
I cant download any replays without having to restart the download 15 times in a row.

This is not the DotA teams problem actually, or DotA's in general. Replays are downloaded through Steam.exe. Steam creates 3 connections at a time to help make downloads go faster. But if you have a bad connection with significant packet loss, this can result in failed/corrupt downloads. But Steam has operated its downloads like this for ages... So I don't foresee it being fixed anytime soon... if ever. As most people who play online games have connections at least a bit better than that and can handle it.

But a possible solution would be to open your console and type:
          net_maxfragments 1000
          net_maxroutable 1000
          net_maxcleartime 30

(if it works, you can just put it in autoexec.cfg, no need to keep typing it in)

This will lower the packet size from default 1200, making for less chance of a packet to become corrupted.
It might not do anything though, since it probably only affects gameplay packet transmission and not the http downloading. But it's worth a shot.

Other than that, you can google how to lower your max packet size in windows, as well as max concurrent connections (pipelining)

I am also having issues downloading replays. I had no problems during TI 2 but lately it's been very hard to download replays

I would consider the parallel connection system useless here, because while steam downloads from different servers and has regular checking to make sure it gets in one piece, a single replay is downloaded from the exact same server. So at one end or another there will be a limit to how fast it can download, regardless of the number of connections.
Also, parallel connections is something generally handled by the software itself, e.g. firefox and steam, not by windows settings, so unfortunately it can't be changed by that method.

So yet another reminder to Valve, undo this change

and/or keep the download data and resume whenever the error happens and the issue should be fixed.

Nah, most times when a person downloads with parallel connections from a website, it's still from the same server. The parallel connections help skirt any connection throttling by ISPs along the connection route, as well as increase general download speed by managing a higher packet throughput.

You can change Windows max allowed concurrent connections .

But yeah, they should just enable download resuming. Do a hash check when the file is completed, and re-download any corrupt sections.

                          • A lot of people are getting this not because of any packet loss, but because of dota-client enforced arbitrary timeouts, assuming arbitrary network link speed.

This is the opposite of how a downloader should behave. It should allow the network socket to work, but provide feedback to the user and let them cancel if required. If valve want to be "clever", then they could scale back the parallel sockets in the case that the speed isn't meeting the software's expectation, but for a network link where wget will succeeed in getting the content EVERY SINGLE TIME, then dota 2 shoudl be able to as well, except for defects in workmanship by Valve (ie, not knowing how to write network programs reliably.)

The correct response is to file a support ticket demanding a refund for this failure. If enough are filed they will fix the bug.

                              • Just tried to watch LGD vs FL and I still get Error 206, replays from The Asia, Defense 3 and G-League are just not downloading as they should. Probably it's all tournaments.
Best idea I've seen in many years.
