  • The "russian server" is located in Stockholm, Sweden

    Why?

Nordic players with slow internet simply cant play if they dont have the ability to communicate in russian.

slow internet does not always relate to bad ping and bad peering

My question is why did Valve name it to russian server then? Was it because there was too many complains of them ruining eu servers in general so they renamed one of the servers "russia" even when it isnt even located in russia to solve the problem? That sounds so fucking cheap and stupid.

They didn't rename anything. It was never intended for EU players. That server was MADE FOR Russians so that they can have their own server where they can speak Russian.

It is located outside Russia because some issue (can't remember... I think something with laws and regulations) made it impossible for them to have a server properly within Russia.
