Personally, I'm of the opinion that if you can get the information through some action (clicking a hero, pressing a button) that there really is no reason to not display that information over the hero. The HoN comparison has already been made: you can see a hero's health, mana, and level above the hero. If you want to see the items that hero has, you click on the hero and that information replaces your item list with that hero's items and displays the other information directly above that. This let's you see your hero stats at the same time. I get the Lion lvl 6 example, but is that 1 minute window maximum in a ~40 minute game really the best use of the UI?

Don't think so, sometimes for example u forget to see the lvl f hero u r ganking and suddenl get killed cuz of that :P Well, many examples, how it affects the gameplay. Adding such a feature will make gameplay easier, but easier in a bad way.
-1.My threads:
[Suggestion] Emoticons in chat wheel
[Gameplay Bug] MoM and Desolator working together
[Suggestion] Hero portrait and Aghanim "skill point"
[Visual Glitch] Small ability icon glitch
[Visual Glitch] Strange Slark model glitch
[Visual Glitch] Naga Siren's reflection on the ground

+1 I would like to see option in Dota 2 for displaying hero level and mana/hp. This is crucial to attacking other heroes and a vital part in the game as you can determine if it is wise to attack a hero at X level and with X amount of mana. If people do not want it on then it should be a toggle.
