    1 guy abandon during picking fase game not safe to leave.

    Match id: 2710509481

    Summary:
    During pick fase one of the guys abandon shortly after he picked. Even though he abandoned and never reconnected game was still counted. So it was a 4v5 which is not fun to play.

    Repro Steps:
    1. Bans done.
    2. 1 guy picks hero.
    3. He abandons game.
    4. Game is still counted even with 1 guy abandoning and he never reconnected.

    Result:
    People forced to play a 4v5 game

    Expected Result:
    Game should be safe to leave and not counted when people abondons during picking fase.
