Currently doing some research on it. Here's what I found:

Unless I'm mistaken, the card was released on March 1st, 2013. Link

The Silent Ripper was submitted to the Workshop on February 9th, 2013. Link

UPDATE: I found a screenshot of the card posted on a social website on January 30th, 2013. 10 days before the workshop post. Link

So far, it seems like the workshop artist plagiarized the card artist.

I'm going to say: the card artist plagiarized the workshop artist.
Well in the first map out the drawing, which assesses Commission, and this drawing was made even more so than the card, draw conclusions)

I checked a couple other cards on the russian website to know what date order they used. First number is the day (here's an example).

This whole card game looks like Magic the Gathering rip-off...

I'm going to say: the card artist plagiarized the workshop artist. If anyone can find more info than me that'd be cool, but for now I wouldn't recommend buying multiple Silent Rippers.
Considering the artist would have had a lot to lose to plagiarized a simple Slark dagger (he has multiple sets and items accepted and would lose them all), it doesn't seem likely he copied. The card artist probably copied him.

you do not dig there in the first place you should look at the date of the picture itself and not the card)
