    Isn't it incorrect to say the attack rate is higher if it takes more time to complete an attack? 1.5>1.35.

    It is correct. The rate is at 1.5. It is higher than 1.35. Higher rate means slower attacks, attacks every 1.5 seconds is slower than attacks every 1.35 seconds.

    Not that it matter but the attack time (base attack time) is higher, thus the rate is lower and must be "attack rate is too low"...

    I was refering on the value of 'attackrate' which is greater. Sorry for misunderstanding

    Yes, BAT is higher, but overall attack rate resulting from it is lower.
