This was only fixed for Refresher Orb for some reason.

1. Pick Tinker and create an enemy void
2. Level up Rearm + any other spell and Time Dilation on void
3. Cast the any other spell with tinker to put in on cd
4. Get hit by enemy void's Time Dilation while spell is on cd
5. While debuffed, use Rearm, or type -refresh
6. Wait for debuff to expire

Result: Upon expiring, all refreshed abilities go back on cooldown.

Expected: Refreshed abilities do not go back on cooldown. This is how it works with refresher orb currently
