How do you expect it to work?

Ursa give 6 attacks in max level, the echo sabre starts cd but dont give a extra attack, woks only if ursa it's doing a normal attack.

This is the description i got from gamepedia
Causes melee attacks to attack twice in quick succession. The double attacks apply a 0.6 second 100% movement and attack speed slow on each strike.
Upon proccing, grants the user 490 attack speed until the next attack.
This means it does not provide guaranteed full attack speed and can be countered by strong attack speed slows.
It is not like moment of courage on legion commander. It just makes your character attack very quickly.

So it's more useful to let echo sabre go on cooldown, and then use overpower, so that the two don't overlap, because if echo sabre goes off during overpower, it's essentially wasted.

I dont agree with you, if ursa attack fast with overpower, the echo sabre need to give 1 extra attack in the last or in the first attack, or do not starts cd in the item until overpower buff finish.

Does it? Both ability and item are working perfectly, by giving you an attack speed boost for a set duration. They simply don't stack. By your logic, BKB's Spell Immunity should be paused on heroes that use Repel/Rage/Blade Fury.

I want only one thing, use overpower with echo sabre and cause 7 stacks of fury swipes in the enemy.

Actually cause only 6 stacks, the normal overpower buff attack count.

It creates a stack every time an attack lands. Getting two stacks for one attack is ridiculous.

If two mechanics don't stack, they don't. Players shouldn't be rewarded for not taking this into account. If it's common sense not to build a Vanguard on Tidehunter, why doesn't the same apply to Ursa and Echo Sabre?

There's really no reason why it should add an attack to overpower.

Did you test in demo hero?

Echo Sabre start a cd, but dont give the extra attack. Check and you'll see.
