Wisp acts like a regular projectile during the pull of Tether when the target was far awawy. But Wisp always moves on ground level for obvious reasons. However, the speed at which Wisp gets pulled does still consider the target's elevation. So when the target gets tossed in the air, Wisp moves slower. If the target stands on a cliff, Wisp moves slower.

Repro:
1. Pick Wisp and level up Tether
2. Create an allied hero
3. Set the allied hero's position to x/y/2000 (example: "ent_setpos ID 1000 -5000 2000")
5. Cast Tether from a distant so it pulls wisp to the target
6. Observe the pull speed of Tether

Result: When the target is high in the air, Wisp is pulled slower.

Expected: Tether's pulling should completely ignore the height of the target.
