    80ms average
Yep, but unstable, 80ms is from Sao Paulo to Manaus (Amazonas)...

As the servers are in Sao Paulo, the ping needs to be from 7ms to 40ms for users living in Sao Paulo, depending the type of connection (adsl, cable, 3g, wireless). Embratel is overloaded at peak hour, and after 2:00am i can get 10ms stable, as the traffic is low. They have only 2gbps speed between Embratel and global Crossing.

As of today, from exactly noon until like 7pm Virtua users will have an unplayable time, see:

    C:\Users\canti>tracert 209.197.29.207

    Tracing route to unknown.hwng.net [209.197.29.207]
over a maximum of 30 hops:

    1 2 ms 1 ms <1 ms 192.168.0.1
    2 940 ms 858 ms 737 ms bd05ec01.virtua.com.br [189.5.236.1]
    3 936 ms 832 ms 871 ms RIBDTCRTD02.rib.virtua.com.br [189.5.192.7]

    et [64.208.222.66]
That was my tracert right now, ~1pm and I was playing quite normally until exactly noon.
(quick edit: last night after 7pm I was playing with normal pings as well)

I would say it's possibly some QoS schedule on the Virtua routers... (eg packets from high udp ports will travel with less priority than those of tcp perhaps?)
The same it was last month when people could start playing with reasonable pings at around 2am.

As a side note, this is a ISP issue, perhaps good guy Valve can contact our ISP to see if they can put this QoS thing aside?
Enjoy it while you still know it all!

TCP connections are affected as far i know. Content Servers (downloads through Steam Client/updatetool/SteamCMD) are slow (less than 50kb/s), and they use TCP on it (port 270xx for old system, and port 80 HTTP for new system).

Possibilies: QoS being used by Embratel or overloaded/saturated/bad peer.

HW's Looking Glass: http://lookingglass.hwng.net/ for reverse tests (traceroute/pinging from HW's routers).

I can tell you that Gvt provides the best connection for dota2, maybe the best for all the rest too, i have 15mb internet and i get 20-30ms stable at any hour of the day, way better than many others..
