    GetNearby*() for non-hero Units

    Calling GetNearby*() API functions that are unit-scoped from units that are non-Heroes is currently not working. Used to work two patches ago (if not one patch ago). The return value is "nil" when called for me from a "tower" unit. Someone else in another thread found the same thing when tested from a "creep" unit.

    Intended or a bug?

    GetNearby*() functions only cache their nearby-units data on units with bots, so just heroes (and I believe their minions).

    Im finding that the functions still work.
    both pugna and veno are working fine (pugna casts on trees, towers, creeps and heroes)
