    Alt+Click item cooldown announcement ignores inactivity timer

    Steps to reproduce:

    1. Buy Quelling Blade
    2. Cut a tree
    3. Move Quelling Blade into backpack
    4. Move Quelling Blade back into inventory
    5. Announce Quelling Blade cooldown
    Actual result (announces cooldown timer):
    Quelling Blade > On Cooldown (3 seconds remain)
    Expected result (announces inactivity timer):
    Quelling Blade > On Cooldown (5 seconds remain)
    The timer that is announced should always be the one that is greater between inactivity and cooldown timer, because an item is only available for use when both timers have expired.

    After the cooldown timer expires it announces the inactivity timer that's why the numbers that are announced seem out of place.

    Still needs a fix, should be just a new separate rule. [Inactivity time > cooldown time] => announce inactivity timer
