    Spirit Breaker's Empowering Haste on cooldown values are wrong

    Instead of halving the values, it is instead subtracting the active bonus. As worded, Empowering Haste should provide 4/6/8/10 ms while on CD. Instead it provides 5/8/11/14. This is true for ally MS as well, which should be 2/3/4/5 but is 1/2/3/4 instead.

    Outdated tooltip and inaccurate changelogs.

    Using 50% of the default value worked with the old default value. But the new default values are split between Spirit Breaker and his allies,w ith SB getting a significantly bigger boost than allies.

    Also, it technically never was adding/removing 50% of the value. In the ability files, it used to show 3/5/7/9 bonus/reduction. In 7.07, it was changed to 3/4/5/6.

    It used to be:

    1. 6/10/14/18 default
    2. 9/15/21/27 boosted (+3/5/7/9)
    3. 3/5/7/9 reduced (-3/5/7/9)

    Now it has separate values for allies and SB.

    On self
    1. 8/12/16/20 default
    2. 11/16/21/26 boosted (+3/4/5/6)
    3. 5/8/11/14 reduced (-3/4/5/6)

    On allies
    1. 4/6/8/10 default
    2. 7/10/13/16 boosted (+3/4/5/6)
    3. 1/2/3/4 reduced (-3/4/5/6)

    With the old value (3/5/7/9), it would have been

    On self
    1. 8/12/16/20 default
    2. 11/17/23/29 boosted (+3/5/7/9)
    3. 5/7/9/11 reduced (-3/5/7/9)

    On allies
    1. 4/6/8/10 default
    2. 7/11/15/19 boosted (+3/5/7/9)
    3. 1/1/1/1 reduced (-3/5/7/9)

    If would have used 50%, it would have been

    On self
    1. 8/12/16/20 default
    2. 12/18/24/30 boosted (+4/6/8/10)
    3. 4/6/8/10 reduced (-4/6/8/10)

    On allies
    1. 4/6/8/10 default
    2. 6/9/12/15 boosted (+2/3/4/5)
    3. 2/3/4/5 reduced (-2/3/4/5)

    So this change was not made accidental and was thought through. It is not supposed to use 50% of the default value anymore, because it would result in a too big boost when active, and too little movement speed during the reduced period. The current implementation is more balanced out.
